The Yeongdeungpo District of Seoul has announced that it will proceed with the public display of the redevelopment plan change proposal for the Yeouido Gwangjang Apartment reconstruction.
Gwangjang Apartment (28 Yeoui-dong) is an outdated apartment complex consisting of 576 units and 12 floors above ground, completed in 1978. This reconstruction is being carried out using the ‘Rapid Integrated Planning’ approach promoted by the Seoul Metropolitan Government.

In September 2023, Yeongdeungpo District applied for a rapid integrated planning advisory project to Seoul Metropolitan Government. After discussions with the city and residents, a revised development plan was prepared.
According to the revised plan, a residential complex with a maximum of 56 floors across 5 buildings, totaling 1,391 units, will be established on a site measuring 44,667.9㎡. The zoning will change from a general residential area (Type 3) to a general commercial area. As a result, the plot ratio has been increased, and the non-residential ratio within commercial areas has been relaxed from 20% to 10% following an amendment to the Seoul City Urban Planning Ordinance. The residential ratio will be expanded to 90%.
The chairman of the reconstruction association said, “The greatest achievement in the reconstruction of Gwangjang Apartment is the reclassification to a general commercial area and the expansion of the residential ratio to 90%. This allows for the plan to be expanded to 1,391 units, significantly enhancing the business feasibility and reducing the burden on the association members, which led to an 88% approval rate among members.”
Yeongdeungpo District held a resident briefing session on May 20 to share the progress and future plans of the Gwangjang Apartment 28 reconstruction.
The revised development plan will be available for viewing until June 8 at the Yeongdeungpo District Office housing department and the Yeoui-dong Community Center. Residents can submit opinions in writing at the viewing locations or electronically through the Seoul Urban Planning Portal.
Yeongdeungpo District plans to complete the announcement of the revised development decision within the year and support the smooth progress of the integrated review and project implementation plan approval process.
Choi Ho-kwon, head of the Yeongdeungpo District Office, stated, “Redevelopment and reconstruction projects enhance the value of residents’ private property and improve the living environment. We will focus administrative efforts to reduce resident burdens and advance the project by easing unnecessary regulations.”
