The Trade Remedy Society Hosts ‘2025 Winter Academic Seminar’ to Address Global Tariff Wars

The Trade Remedy Society held the “2025 Winter Academic Seminar” on November 21, under the theme “Trade Remedy in the Era of Global Tariff Wars: From Fear to Principle,” attended by over 80 trade experts, including former presidents of the society and members of the Ministry of Trade, Industry and Energy’s Trade Commission.

This seminar was held with the support of the Trade Commission of the Ministry of Trade, Industry and Energy. It has been held annually since 2011 to explore in-depth analyses of global trade issues and seek policy and strategic responses.

On this day, Duk-geun Ahn, a professor at the Graduate School of International Studies at Seoul National University (former Minister of Trade, Industry and Energy), gave the keynote address, analyzing trade remedy measures under the U.S. priority trade policy and suggesting directions for our companies to take.

The expert discussion that followed included panelists such as Tae-ho Park, former head of the Trade Negotiation Headquarters, Jae-hyung Lee, chairman of the Trade Commission, and industry experts. Participants engaged in in-depth discussions on concrete policy coordination measures to address complex global trade crises.

Three academic presentations were held during the seminar, covering topics including improvement of circumvention dumping systems. Presenters proposed specific measures to enhance the effectiveness of domestic industry protection in a global oversupply environment, including legal and economic analyses of U.S. anti-dumping regulations based on PMS (Special Market Environment) and improvements to the circumvention dumping system.

Participants assessed that this seminar was significant in bringing together domestic trade experts to analyze the trade policies of the second Trump administration and to seek effective countermeasures.

The Trade Commission plans to use the academic proposals and policy discussions at this seminar as a reference to develop the government’s trade response strategy and trade remedy system, contributing to the establishment of a fair trade order.
