The Ministry of Employment and Labor (Minister Kim Moon-soo) announced on the 4th (Tuesday) that it has signed a memorandum of understanding (MOU) with the Korea Certified Public Labor Attorneys Association for “AI Innovation of Employment and Labor Administration Focused on Labor Vulnerable Groups” and has begun joint efforts to improve service quality.
With this agreement, the “AI Labor Law Counseling Service Improvement Support Group,” consisting of 173 certified labor attorneys, was launched. They will participate in AI retraining and counseling quality evaluation, focusing on improving accuracy over the next month. Based on this, the Ministry of Employment and Labor plans to officially launch an AI labor law counseling service available to all from April.
The AI labor law counseling service was first introduced at the Korea Government Exhibition in November last year. In one month, it was used 11,682 times by 2,528 people, scoring 4.3 out of 5 in satisfaction surveys. It received positive feedback, particularly from young part-timers, for its accessibility anywhere at any time via smartphones.
However, there were also demands for improvements in accuracy. To address this, the Ministry of Employment and Labor will collaborate with the Korea Certified Public Labor Attorneys Association to conduct AI retraining, continually reflecting policy changes, case law, and legal interpretations to enhance service reliability. AI training data will be disclosed through the Korea Certified Public Labor Attorneys Association’s website to receive suggestions for improvements from labor attorneys.

The Ministry of Employment and Labor expects this service to help eliminate blind spots in labor law. In particular, it aims to assist labor vulnerable groups, such as workers in small businesses and young part-timers, in easily finding their rights, and guide small business owners in complying with complex labor laws. Additionally, it anticipates secondary effects such as revitalizing the market of certified labor attorneys and establishing an AI collaboration model.
Minister Kim Moon-soo expressed gratitude, saying, “I am thankful that the Korea Certified Public Labor Attorneys Association shares the purpose of protecting the labor vulnerable,” and added, “We will make achievements that the public can feel by innovating overall employment and labor administration with AI, beyond AI labor law counseling.”
Park Ki-hyun, president of the Korea Certified Public Labor Attorneys Association, stated, “AI is an unstoppable trend of the times,” and added, “Maximizing public benefit through cooperation between certified labor attorneys and AI is the right direction.”
Choi Hong-seop, CEO of AI developer Maum AI, stated, “AI provides a solution that can deliver high-quality administrative services on a large scale, exceeding the limitations of manpower and budget,” and hoped, “the Ministry of Employment and Labor’s challenge will spread throughout Korea’s administrative sector.”
The Ministry of Employment and Labor plans to expand AI counseling services to areas directly related to public safety, such as industrial accident prevention, in the future. This AI labor law counseling service is closely watched to see if it will position itself as a key model leading the digital transformation of employment and labor administration.
