SK Telecom announced that starting from the 18th, it has officially introduced a telecommunications network security technology capable of blocking access by illegally cloned phones.
The upgraded Fraud Detection System (FDS) in this solution verifies USIM information alongside the device’s unique identification number (IMEI) and prevents access to the network if they do not match. It can block attempts to access using not just illegally cloned USIMs, but also cloned devices.
While the FDS upgrade began development in April last year, it was quickly implemented following a cyber infringement incident this year. SKT explained that this system is a comprehensive security measure to block illegal access from the network level.
Security experts also recognized the technical effectiveness. Tiori CEO Park Se-jun noted, “SKT’s USIM uses unique communication attributes to prevent access even with cloned devices.” KAIST Professor Kim Yong-dae stated that it is a technology that can fundamentally block cloned USIMs that lack unique information.

In addition to the FDS upgrade, SKT has also created a ‘Customer Assurance Package’ as part of its measures to protect customers.
First, the USIM protection service integrates the customer’s USIM and device, preventing its use on other devices even if the USIM is stolen. This free service was rapidly expanded following a hacking incident last April, exceeding 10 million subscribers within a week.
On May 12, they strengthened the capability to block suspicious devices even while roaming overseas.
USIM replacement is also being expanded. Since the 28th of last month, free replacements have been provided at 2,600 T World stores nationwide, with approximately 2.52 million replacements completed by May 19. In June, they plan to secure 5.77 million USIMs to continue replacements.
A USIM reset function has also been added. It offers the same security effect as issuing a new USIM by changing authentication information through software, while keeping existing contacts or certificates intact. eSIM users can also utilize this feature, and so far, over 52,000 people have used it.
SK Telecom stated, “With upgrades in USIM protection services, FDS enhancement, and accelerated USIM replacement, a ‘Customer Assurance Package’ has been completed to effectively protect customers from potential cyber threats like USIM illegal cloning and cloned phones.” They added, “A multi-layered security system is in place to protect customers from potential hacking damages, and since SKT has pledged to take 100% responsibility for any damages, customers can rest assured.”
