Seoul is providing monthly rent support to 15,000 young people aged 19 to 39, offering up to 200,000 KRW per month for a period of 12 months, totaling a maximum of 2.4 million KRW.
Applications for the 2025 Youth Rent Support can be submitted online only via the Seoul Housing Portal from 10 a.m. on June 11 to 6 p.m. on June 24. Eligible applicants are young, single-person households registered in Seoul, born between 1985 and 2006, and without property. Only those who are tenants themselves can apply.
Even if siblings or co-habitants live together in one residence, only one tenant can apply. In the case of shared housing where each tenant has a separate lease agreement, individuals can apply separately. The rental property must have a deposit of 80 million KRW or less and a monthly rent of 600,000 KRW or less. If the rent exceeds the threshold, applicants may still qualify if the total, including the deposit converted (at a 5.0% rate), does not exceed 930,000 KRW.
The income requirement is set at 150% or less of the 2025 median income based on health insurance premiums. In the case of dependents, the supporter’s health insurance premium criterion applies. Property owners, residents of public rental housing, individuals with more than 130 million KRW in general assets, or those owning vehicles valued at 25 million KRW or more are not eligible to apply.
Recipients of basic living subsidies, past beneficiaries of Seoul’s youth rent support, recipients of special youth rent support from the government, those selected for autonomous district rent support, and participants in youth allowances are excluded due to the restriction on duplicate benefits.
Required submission documents include the lease contract, proof of rent payment, and a family relationship certificate. Detailed information can be found in the Seoul Housing Portal notice. Applicants are categorized into four groups based on rent, deposit, and income criteria. If the number of applicants exceeds the available spots, a computer-based random draw will determine the recipients.
Of the total 15,000 spots, 75%, or 11,250 allocations, are reserved for low-income and low-deposit segments, defined as those with monthly rent of 500,000 KRW or less and deposits of 10 million KRW or less. The final selection results will be announced in September, with the first support funds disbursed at the end of October.
Since 2020, Seoul has provided rent support to over 114,000 young people. According to a 2023 survey of beneficiaries, the youths reported that stable housing significantly aided their independence and future preparation.
