Seoul City opened the 8th Urban Planning Committee’s delegated subcommittee on August 4, 2025, and modified and approved the draft for the redevelopment and scenic review of Apgujeong Zone 5.
This decision comes 24 months after Seoul City finalized the expedited integrated planning for Zones 2-5 in Apgujeong in July 2023 and completed the review. As a result, Apgujeong Zone 5 is now able to begin its full-scale project.
Since October, Seoul City has implemented a step-by-step processing deadline system for expedited integrated planning. According to this, Apgujeong Zone 5 must announce the redevelopment plan within three months after completing the Urban Planning Committee’s review.
Apgujeong Zone 5 will be redeveloped for the first time in 47 years since its completion in 1978. The plan specifies a floor area ratio of up to 300% and a maximum height of 250 meters, with the tallest point limited to one landmark building and the other residential buildings limited to under 200 meters and 50 floors. There will be a total of 1,401 units, including 140 public housing units.
The first residential building along the northern boundary adjacent to the Han River is planned to be 20 stories high, to reduce the imposing presence when viewed from the river. The street section connected to Zones 4 and 5 is designated as a street activation specialization area, increasing access to the river by concentrating open community facilities.

A small park in the form of an overhead viewing deck will link up to Zone 4 along the northern loop road and will be designed so that the general public can use it via gentle slopes. The plan will create a circular walking path using the Olympic Highway’s connected green spaces and parks on the outskirts of the complex.
The redevelopment plan also includes safe school routes connecting Cheongdam Elementary, Middle, and High School to Apgujeong Elementary, Middle, and High School, linked to Zone 4.
The entire complex will adopt the concept of an open complex. Instead of erecting fences on the periphery, facilities like small libraries will be placed in open community areas on the ‘Path to the Han River,’ and operations will be open so that all citizens can use them.
Following the announcement of the redevelopment plan, Apgujeong Zone 5 will proceed with integrated reviews covering construction, transportation, education, and the environment. The project will then commence in earnest with the finalization of construction plans.
Choi Jin-seok, director of Seoul City Housing, stated, “We hope that the Apgujeong area will become a leading waterside residential culture in Gangnam’s central district and create a skyline and landscape that blends with the Han River. We will make efforts to ensure administrative procedures progress swiftly.”
