The Public Procurement Service (PPS) has updated the “Comprehensive Evaluation Bidding System Q&A” to enhance bidders’ understanding of the system and released it on the 2nd. The revised document includes major questions about the bidding process and evaluation criteria, along with explanations.
This update is based on frequently asked practical questions during the implementation of the Comprehensive Evaluation Bidding System. It clarifies content concerning the placement of technicians, the timing of construction plan submission, and subcontracting management plans, which are areas where bidders often face confusion.

A significant change involves adjusting the timing for submitting the placement technicians and construction plans from ‘before bidding’ to ‘after being designated as a subject for evaluation.’ The submission standards for the subcontracting management plan have also been adjusted to be more realistic, with the criteria for direct subcontract execution being specified more clearly and the limits on subcontracting excess rates being relaxed.
Given that the Comprehensive Evaluation Bidding System accounts for a significant portion of the overall project contracts, PPS plans to strengthen support to ensure bidders fully understand and prepare for the system. In 2024, PPS’s overall project contracts numbered 2,655 with a total scale of 24.3 trillion KRW, of which the comprehensive evaluation bidding accounted for 188 contracts, totaling 10.2 trillion KRW.
Kwon Hyuk-jae, director of the Facilities Business Bureau, stated, “With the revision of this Q&A document, we anticipate that bidders will find it easier to participate in bidding, and we will continue to incorporate feedback from the field in the future.”
