The city of Seoul announced on October 1st at the 10th Urban Planning Committee meeting that the redevelopment project for the ‘Mokdong 1·2·3 Complex Apartment Reconstruction Project Area and Reconstruction Planning Decision·Landscape Review (Draft)’ in Yangcheon-gu has been ‘conditionally approved’.
All three Mokdong complexes will be reconstructed with a floor area ratio of 300%, a height of 180 meters, and up to 49 floors, transforming into a large complex with a total of 10,206 households, including 1,207 public housing units.
Mokdong Complex 1 will accommodate 3,500 units, including 413 public housing units. It will utilize its proximity to the Sinmokdong Station on Line 9, Yongwangsan Neighborhood Park, and Wolchon Elementary School to create a new neighborhood park of about 10,500 square meters.
Mokdong Complex 2 is planned to have 3,389 units, including 396 public housing units. Adjacent to green spaces such as Yongwangsan Neighborhood Park and Paris Park, it will feature a harmonious residential environment, a neighborhood park of about 10,250 square meters, and a childcare-friendly facility of about 3,870 square meters to meet the needs of young generations.
Mokdong Complex 3 will consist of 3,317 units, including 398 public housing units. It will enhance access to public facilities such as Yangcheon Library, post offices, and parks like Paris Park and Gukhoe-daero Park. It will expand the care infrastructure by creating a 10,000 square meter neighborhood park and rebuilding childcare facilities.
The redevelopment plan has moved away from the car-centered closed complex structure to an ‘open complex’ concept, connecting pedestrian paths with external roads. Public pedestrian pathways linking local green axes such as Anyangcheon and Paris Park have been planned to achieve ‘5-minute green access’, with arrangements for bike lanes and parking spaces to enhance daily mobility.
The landscape plan has set a skyline that unfolds gradually across different building heights: low-rise (up to 7 floors), mid-low-rise (up to 15 floors), and high-rise. Seven-story row houses along the streets will reduce visual oppression, and neighborhood amenities will be placed in low-rise sections to facilitate pedestrian activity and enhance living convenience.
To strengthen public accessibility, the project will expand 13 internal and external public facilities (total floor area of 80,165 square meters) within the complexes. Care and administrative infrastructure such as daycare centers and public offices will be enhanced, roads expanded by 1.5 to 3 meters, and two public parking lots added to alleviate parking shortages.
This project applied ‘expedited integrated planning’ to enhance speed. After initially selecting Mokdong Complex 6 in 2022, the expedited integrated planning was applied to all 14 complexes, completing the designation of redevelopment zones in an average of 1 year and 9 months, significantly shortening the usual 5-year process. Currently, 14 complexes are simultaneously pushing for redevelopment, with a resident approval rate exceeding 65%.
Currently, 26,629 households reside in the 14 complexes in Mokdong and Sinjeong-dong. When redevelopment is completed, this will increase to 47,438 households—1.8 times the current number—with 6,104 units supplied as public housing and incorporating 3,052 ‘Mirinae Home’ long-term rental units for newlyweds.
Choi Jin-seok, head of Seoul Housing Department, stated, “Mokdong 1·2·3 Complex will quickly proceed with the project after the notification of the redevelopment plan and integrated review,” and “Seoul will accelerate the reconstruction of the 14 Mokdong complexes through the housing supply acceleration plan and expedited integration season 2.”
