A 2,425-Unit Mega-Complex with Views of Mt. Bukhan Set to Rise in Bulgwang-dong, as Seoul City Conditionally Approves the Bulgwang 5th District Redevelopment Project

Seoul City announced on December 4 that it held the 12th integrated review committee for redevelopment projects and conditionally approved the amendment review plan in the areas of architecture, landscape, education, transportation, and parks for the ‘Fulgwang 5th Housing Redevelopment Maintenance Project’ in the vicinity of 238 Bulgwang-dong.

The target site is a low-lying area near Bulgwang Road, which frequently experiences road flooding during heavy rain, and is characterized by deteriorated retaining walls and stone structures on slopes. Through this redevelopment, Seoul aims to solve the flooding issues and ensure the safety of residents.

After Seoul City abolished the height restrictions in residential areas in March 2023, the Bulgwang 5th area is now able to freely plan the building heights. As a result of this review, the maximum number of floors has increased from 24 floors to 35 floors, and the floor area ratio has been raised from 235% to 249%. The number of units has increased from 2,387 to 2,425, and the number of building blocks has been reduced from 32 to 23, improving urban aesthetics and visual corridors.

Seoul City requested during the review process to strengthen the green network by linking planting plans of Bulgwang Neighborhood Park and the newly established children’s park. An open public pedestrian passage will be created across the complex to naturally connect the city with the park.

The entire project incorporates a piloti structure to secure walking rights and increase visual openness. The residence complex will be harmonized with the natural environment through skyline adjustment and open space arrangements.

Seoul anticipates that this project will transform the Bulgwang-dong area from an old residential area with high flood risk into a safe and pleasant, large-scale residential complex. The relocation of residents is currently underway, with the project slated for completion in 2030, at which time the 2,425-unit complex is expected to be ready for occupancy.

Choi Jin-seok, the Director of Housing for Seoul City, stated, “With the passing of this integrated review, Bulgwang 5th area will be developed into a housing complex that addresses Eunpyeong-gu’s regional and environmental issues. As business feasibility and public interest are pursued in parallel through Seoul City’s urban basic plan, we will strengthen fair project management for swift execution.”
