Yangcheon-gu announced that the designation of the redevelopment plan and redevelopment district for Mok-dong Districts 1 to 3 was officially published on December 4, completing the designation of redevelopment districts for all 14 Mok-dong apartment complexes. With this, Yangcheon-gu has achieved its goal of completing the designation of all districts within the year and has entered the full-scale reconstruction implementation phase.
This announcement speeds up the Mok-dong apartment reconstruction project towards a vision of creating a ‘new city-scale large residential complex’ with a total of 47,438 households. Notably, Mok-dong Districts 1 to 3, which have been the only ones classified as Type 2 general residential areas among the 14 complexes and faced zoning upgrade issues, have seen these problems resolved thanks to a ‘Mokdong Greenway Creation’ proposal connecting the National Assembly Grand Park and Anyang Stream, which has expedited the project after being stagnant for about 20 years since the inauguration of the 8th civil election.

Following the designation of the redevelopment district, Mok-dong Districts 1 to 3 have specified a development blueprint with a total of 12,206 households. Mok-dong District 1 will transform from the existing 1,882 households of 15 stories to 3,500 households of up to 49 stories, with a new-neighborhood park of about 10,500㎡. Mok-dong District 2 will be rebuilt from 1,640 households of 15 stories to 3,389 households of up to 49 stories, with additional public support facilities to strengthen life-oriented community functions. Mok-dong District 3 will increase from 1,588 households to 3,317 households, along with a 10,000㎡ neighborhood park linked with the low-rise residential area and improvements to infrastructure such as daycare center reconstruction.
Yangcheon-gu is enhancing the stability of the project by pursuing the redevelopment through a mixed approach of trust method and cooperative establishment method. Currently, 8 out of the 14 complexes have chosen the trust method, and with the announcement of the business executor designation for District 5, 5 complexes including Districts 5, 9, 10, 13, and 14 have completed their business executor designation. Among the 6 complexes proceeding with cooperative establishment methods, Districts 4, 6, 8, and 12 are smoothly completing administrative procedures such as establishing cooperatives or forming a promotion committee.
Yangcheon-gu mayor Lee Ki-jae stated, “It is significant that we have fulfilled the promise of completing the designation of redevelopment districts for all 14 complexes within 2025,” and added, “Now that we enter the full-scale implementation phase of the reconstruction, we will do our best to actively support the subsequent procedures such as deciding the method of project implementation and selecting the construction company to successfully conclude the Mok-dong reconstruction.”
