Seoul City Approves Redevelopment Plan for Apgujeong District 3 After 42 Years, Pushing 5,175 Households Reconstruction

The Seoul Metropolitan Government held the 10th sub-committee meeting on urban planning commissions on October 1, 2025, and announced that it has given “conditional approval” to changes in the redevelopment district and redevelopment plan for Apgujeong District 3, the basic development plan for the Apgujeong Apartment District, and the urban management plan.

Among the areas undergoing reconstruction in the Apgujeong neighborhood, District 3 was the last to pass the review, out of Districts 2 to 5. As a result, large-scale reconstruction will be underway in Apgujeong District 3, 42 years after its initial completion in 1978.

According to the redevelopment plan, Apgujeong District 3 will be developed under conditions allowing a floor area ratio of up to 300% and a maximum height of 250 meters, limited to two landmark buildings (with other structures below 200 meters and under 50 floors). The area will house a large complex of 5,175 residential units, with 641 designated as public housing.

The southern entrance of the complex will feature mixed-use pathways that allow visiting citizens easy access to the Hangang Park. The complex will adopt an open layout without fences, offering communal facilities such as senior centers, daycare centers, small libraries, and care centers that are accessible to the public.

The Seoul Metropolitan Government plans to reflect the results of this review in the redevelopment plan, swiftly proceed with integration reviews covering architecture, transport, education, and environment, finalize architectural plans, and promote the project.

Choi Jin-seok, Director of the Seoul Housing Division, remarked, “Apgujeong will lead the waterway residential culture as a crucial area in Gangnam, forming diverse skylines and scenic views along the Han River, and we will do our best to ensure the remaining administrative procedures are carried out quickly.”
