Seoul has confirmed a rapid integration plan for the area around 267-1 Hongje-dong, Seodaemun-gu, where an eco-friendly residential complex of 877 units will be established.
Hongje-dong, near Inwang Mountain, is steep, with 88.2% of all buildings being outdated, and 66.1% of roads being less than 4 meters wide. The proportion of semi-basement houses also reached 76.4%. The transportation accessibility and pedestrian environment are both poor, leading to a consistent call for redevelopment.
In October 2022, Seodaemun-gu recommended the area as a redevelopment candidate site, but the project was delayed due to differing opinions among residents. After ongoing discussions, consensus was reached, and the area was selected as a target for rapid integration planning in September 2023.
Seoul has completed rapid integration plans at 127 locations. The project in Hongje-dong is themed around ‘Harmony of Nature, City, and Residents,’ elevating part of the existing second-class general residential area to third-class. It will be developed with a floor area ratio of 299.73%, up to 28 stories high, and a total of 877 households. A business correction coefficient of 1.81 was applied.
Traffic conditions will also be improved. The current two-lane road on Tax Office Street will be expanded to 15 meters, with three lanes. Within the complex, a circular walking route will be formed, and an underground parking lot will be introduced to enhance space utilization. A pedestrian street will be secured with adjacent apartments to strengthen connectivity within the complex.
The landscape plan focuses on maximizing views of Inwang Mountain. A clear corridor more than 15 meters wide will be secured, and a stepped arrangement will be introduced to create a rhythm in the skyline. Neighborhood facilities will be placed on the living street within the complex to enhance daily functions.
Seoul and Seodaemun-gu plan to pursue the establishment of a maintenance district in the second half of 2025, aiming at drafting a maintenance plan and undergoing city planning committee reviews. Subsequent procedures like association establishment approval and project implementation approval will be administratively supported through integrated reviews.
Choi Jin-seok, head of Seoul’s Housing Office, stated, “The rapid integration plan in Hongje-dong will revitalize an area where maintenance has been delayed and provide a prompt supply of 877 housing units.”
