Seoul City to Conduct 2025 Eulji Exercise, Focusing on Drone and Cyberattack Response

Seoul City announced that it will conduct the 2025 Eulji Exercise from the 18th to the 21st. This exercise focuses on responding to drones and cyberattacks and mastering wartime mission execution procedures, reflecting the recent changes in modern warfare and security threats.

About 140,000 people from 170 institutions, including the Capital Defense Command, Seoul Metropolitan Police Agency, and Seoul Metropolitan Rapid Transit Corporation, will participate. The training began with the opening of the War Comprehensive Situation Room on the 18th, and a three-night, four-day day-and-night training will be conducted, consisting of discussions on wartime issues, tabletop exercises, and actual emergency preparedness training.

On the afternoon of the 18th, Mayor Oh Se-hoon of Seoul received the initial situation report at the Comprehensive Situation Room in Seoul City Hall and presided over discussions on wartime issues under the theme of “Hybrid Warfare, Gray Zone Strategy Threats and Responses.”

From the 19th to the 20th, actual training will be conducted focusing on strengthening response capabilities to drone and cyberattacks and mastering wartime mission execution procedures across the entire 25 districts of Seoul. Through this, they plan to establish ways to minimize damage and a joint response system.

On the afternoon of the 20th, an air raid civil defense training involving citizens will be conducted. It will be implemented nationwide, including Seoul, and all citizens must move to a nearby underground facility or civil defense shelter. Some sections of Seoul’s downtown will have vehicle control for five minutes, and vehicles on the road should stop on the right side of the road to secure emergency lanes for police cars, military operation vehicles, and emergency vehicles.

The location of shelters can be confirmed through the “Safety Stepstone” app and the National Disaster Safety Portal. After the alert at 2:15 p.m., citizens can leave the shelter and resume life as usual with the alert lifted at 2:20 p.m.

Ryu Dae-chang, the civil defense officer in charge of Seoul, stated, “This year’s Eulji Exercise in Seoul focuses on improving response capabilities to emergencies such as drone and cyberattacks and enhancing wartime integrated situation handling capabilities.”
