The Ministry of Trade, Industry and Energy announced that on July 25, they started the bid for the execution agency of the ‘Carbon Neutral Industrial Complex Representative Model Construction Project’, which is being pursued as part of the first supplementary budget for 2025. The announcement will continue until September 4.
This project aims to reduce carbon emissions in the industrial complexes by supporting the expansion of renewable energy facilities and increasing energy efficiency for resident companies, targeting energy-intensive industrial parks. One industrial complex will be selected among the top 30 in national power consumption, and a total of 130 billion won will be invested, including 50 billion won from the national budget by 2029. These top 30 accounts for 68% of the total power consumption of the 1,330 complexes nationwide.
The selected industrial complex will receive support such as the distribution of renewable energy facilities like solar power, establishment of energy storage system (ESS) power plants, creation of recycling ecosystems, carbon reduction consulting, global carbon regulation responses, and distribution of eco-friendly facilities.

Solar power distribution will be made through the use of factory roofs, parking lots, public lands, and the creation of ESS power stations (VPP) to supply renewable energy to companies, along with the establishment of intelligent power grids, and power demand and supply management systems.
Additionally, facilities for collective recycling of items such as used batteries and solar panels will be supported along with business models for different regions. Consulting will also be provided to establish customized carbon reduction roadmaps and execution strategies for companies.
For businesses in urgent need of responding to global carbon regulations such as the Carbon Border Adjustment Mechanism (CBAM) and Digital Product Passport (DPP), the project will support carbon data collection sensors and communication infrastructure. Services for replacement of high-efficiency, low-carbon facilities and verification of eco-friendly technology are also included.
A project briefing session will be held at 2 PM on August 5, in the meeting room on the 20th floor of Four Points by Sheraton near Seoul Station.
Oh Seung-cheol, Director of the Industrial Infrastructure Office, stated, “This will be the starting point for the transition to carbon neutrality in energy-intensive complexes,” and added, “We will continue to expand the project by reflecting government policies and on-site demands of the industry.”
