On July 7, the Ministry of the Interior and Safety announced that as of the end of June 2025, the cumulative number of subscribers to the “Gubi,” a national secretary service, has surpassed 17 million.
The National Secretary is a “proactive notification service” that alerts citizens to necessary information based on data held by administrative agencies before they actively search for it. Launched in 2021, it provides services through 17 apps operated by private companies without requiring a separate app.
Users can receive advance notifications of administrative information, such as deadlines for paying traffic fines, health check-up schedules, and driver’s license renewal dates, on frequently used apps like Naver, KakaoTalk, and Toss. The service covers various areas including health, transportation, education, taxes, insurance, and electricity bills, and is available free of charge to anyone aged 14 and older.
Starting July 14, a new service providing “Living Recovery Consumption Coupon Information” will be added. Users can pre-check details such as the support amount and usage deadlines.

Registration can be done on the National Secretary website or through the National Secretary menu on 17 apps such as Naver, KakaoTalk, Kookmin Bank, Shinhan Bank, and Hana Bank, following identity verification and consent to information collection. There is no dedicated app for the National Secretary, and users should be wary of imitation apps.
Lee Yong-suk, Director of the Digital Government Innovation Office, stated, “The National Secretary is a living service that informs citizens of information that is easy to miss in a timely manner.”
