Seoul Metropolitan Government Approves Revised “Huagye Station District Unit Plan” – 111,179㎡ New Local Lifestyle Hub to Be Developed

On June 25, 2025, the Seoul Metropolitan Government announced that it held the 11th Urban and Architecture Joint Committee meeting, where it modified and approved the “District Unit Planning Zone Designation and Planning Decision (Plan)” for the Huagye Station area. This decision follows the establishment of a new district unit plan spanning 111,179㎡ to cultivate the Huagye Station in Gangbuk District, which opened in 2017, into a local living hub.

According to the plan, the area around Huagye Station is divided into three regions, each introducing specialized uses such as street activation and young entrepreneurship support tailored to its characteristics. Two new special planning zones will be established in the station area to induce residential mixed-use functions based on public contribution, and recommended uses for strengthening neighborhood support and cultural facilities are set for the central living function.

Public contribution items include road widening, securing open public spaces at street junctions, and expanding living social overhead capital such as welfare and youth support facilities. This is expected to improve the quality of infrastructure and resident convenience facilities within the region.

In the low-rise residential area on the west side of Samyang-ro, a specially designated zone allowing joint development permits will be introduced. If public value such as landscape installation and the introduction of living social overhead capital is secured, the maximum floor area ratio can be relaxed to up to 1.2 times the legal limit.

The plan also includes improvements to the pedestrian environment. By setting building setback lines and creating pocket spaces, a pedestrian-friendly street environment is promoted, providing spaces that can be comfortably used by both residents and visitors.

This plan reflects the re-established district unit planning standards, minimizing regulatory elements while promoting efficient land use and regional revitalization. The Seoul Metropolitan Government expects this to bring greater vitality to the living environment around Huagye Station by linking it with the Suyu-Bundong district unit plan.
