The Seoul Metropolitan Government held the inauguration ceremony for the 15th ‘Green Seoul Citizens’ Committee’ on the morning of the 15th to commence a two-year effort to address the climate crisis. Celebrating its 30th anniversary this year, this committee is considered a representative example of citizen participation governance in the environmental sector.
Since its establishment in 1995, the committee has participated in numerous policies such as the ‘Seoul Environmental Plan Advisory’, ‘Ecological Landscape Conservation Area Deliberation’, ‘Eco-friendly Election Creation’, and the ‘Lead Reduction Paint Agreement’, establishing itself as a model for environmental cooperation in Seoul.
The 15th committee will operate with five subcommittees focusing on climate air, ecology, resource circulation, environmental education, and environmental health, providing advice on all aspects of Seoul’s environmental policies, promoting citizen participation forums, and advancing climate crisis response campaigns.
The committee is operated under a co-chair system of three individuals, including the mayor, a citizen representative, and a business representative. Its members consist of citizens’ groups, experts, businesspeople, journalists, legal professionals, youth, and city council members. The term for the committee members is from April 1, 2025, to March 31, 2027.
This term, activities related to key projects for greenhouse gas reduction and climate adaptation will be expanded. The committee has newly appointed external figures from various fields such as science communication, climate industry experts, and public relations specialists to strengthen execution capabilities.

Youth participation has also significantly increased. To expand citizens’ voluntary participation in environmental policy, 11 citizen committee members were publicly recruited.
The appointment ceremony held on this day emphasized the purpose of ‘creating a green Seoul together’, proceeding as an eco-friendly event aiming for zero plastic waste emissions. Starting with this, the committee plans to fully launch various projects for greenhouse gas reduction, citizen participation campaigns, and the transition to a sustainable city.
Seoul Mayor Oh Se-hoon stated, “The improvement in air quality in Seoul over the last 30 years could occur thanks to the efforts of the Green Seoul Citizens’ Committee,” adding, “We will continue to do our best to work with the committee in making Seoul a global eco-friendly city.”
